THE SITUATION OF THE TRANSPORT SYSTEM WHEN WE TOOK OVER...

Concerning Turkey's transport activities, the use of road transport at 94 % in 2002 has resulted in;

  1. 400.000 traffic accidents
  2. 3.000 deaths
  3. Ten thousands of injured and disable people
  4. 1,5-2 .000.000.000

The use of railway transport was 3%, maritime transport was 0,4%, and air transport was 2,6%.

This picture showed that a strategy should be implemented which would provide the necessary balance between transport sub-sectors by way of shifting this intense traffic of our road transport through maritime and railway transport. As the government, it was not possible to turn our back on this strategic result.

THE FIRST JOB IS THE PREPARATION OF TRANSPORT MASTER PLAN .

In a country which all transport modes could easily be implemented thanks to its geographic situation such as Turkey, it is not an acceptable situation to perform nearly every transport activity just by one mode.

Thus, it has become obligatory to improve our transport policies in the framework of an Transport Master Plan which will provide the balance between transport sub-sectors.

To this end, we finalized Transport Master Plan Works in 2005.

By this plan, our objective is to realize the parallel development of road, maritime, air and rail transport and to provide the balance between transport modes by way of new projects particularly for maritime, civil aviation and rail sectors.

ROAD SECTOR

50 YEARS WORKS HAVE BEEN CONCLUDED
NOW ROAD TRANSPORT HAS A LEGISLATION TOO.

BREAKING A NEW GROUND IN THE HISTORY OF OUR REPUBLIC, WE BROUGHT A LEGISLATION TO ROAD TRANSPORT...

Until 2003, the legal arrangements for road transport were made by several regulations based on the second and tenth articles of the foundation law on Ministry of Transport. By law numbered 4925 which has came into effect on 19.07.2003, our Ministry brought a legal infrastructure to road transport sector. The long discussed Draft Road Transport Law  has came to effect by way of its approval at the General Assembly and the publication in the Official Journal on 19 July 2003 in the name of "Road Transport Law numbered 4925".

With the regulation based on Road Transport Law, road transport activities have been formulated upon different areas of specialization.
Thanks to the implementation of above-mentioned Law and regulations, almost every part of Turkish transport activities has been regulated. With these arrangements, road transport which is the essential element and has the greatest share of transport, has been regulated in the framework of a modern legislation competing with global standards and in a way that meet the needs of  Turkey's economy; which aims at the road transport to become a secure, environment-friendly, comfortable, financially strong and highly competitive sector.

OUR AIM AT ROAD TRANSPORT LAW AND SECONDARY LEGISLATIONS ;

  • Performing powerful, organized and efficient management activities having many capital good vehicles,
  • Institutional transport instead of private transport.
  • Decreasing current idle capacity and abolishing it in a process,
    IN ACCORDANCE WITH THE EU ACQUIS;
    A road transport sector having higher efficiency, service and quality standards; providing  regular, safe, fast and economic service and integrated  with other transport modes which have:

  • Professional respectability,
  • Professional compatibility,
  • Financial efficiency,

    The main objective is to constitute a public authority that is empowered, competent, supervising and leading on the subjects of transport.

  • TRANSPORT SECTOR WORKERS ARE GOING TO HOLD EU COMPETENT WORK CERTIFICATES.

    EU's three basic criteria namely as "professional respectability, professional compatibility and financial efficiency" has been regulated by Road Transport Regulation. The criterion of "Professional Compatibility"  has been regulated by a single regulation. Currently, 7 educative institution has obtained Professional Compatibility Educative Institution Authorization Certificate of which 2 is universities (Gazi University, Izmir University of Economy), other 5 is sectoral organizations (UND, RODER, USD, UATOD, TND)...

    ROAD TRANSPORT AUTOMATION SYSTEM ARE BEING IMPLEMENT.

    By the launch of the system, works and transactions, which should be done in accordance with Road Transport Regulation, Road Transport Activities Professional Compatibility Education Regulation, the Construction and Operation of Vehicle Inspection Stations, Public Institutions and Organisations Personnel Transport Services Regulation, Regulation on the Transport of Dangerous Goods and multi-lateral and bilateral agreements on road transport activities,  will be able to be operated in a computer-assisted way.

    WE LAUNCHED MONEY ALLOWANCE THE AKINS OF OUR CITIZENS WHO HAVE LOST THEIR LIVES AS THEY PERFORM TRANSPORT ACTIVITIES.
    WE PAID 2.230.000 YTL COMPENSATION AS PER DATE.


    In order to pay compensation to the families of drivers who died by armed attack as they do international transport, 33. article of Road Transport Law numbered 4925 has been changed. In accordance with this provision, the first compensations were paid with a ceremony in Gaziantep on 22 September 2005. The legal successors of 59 deceased drivers are paid 2.230.000 YTL as per date.

    THE CONTROLS OF THE WEIGHT AND SIZE OF ROAD VEHICLES ARE NOW UNDER THE AUTHORITY OF MINISTRY OF TRANSPORT.

    The duty of controlling the weight and sizes of road vehicles was transferred into our Ministry. Followingly, the operation of these stations by our Ministry has been started by 9 October 2006 which is a duty taken over from the General Directorate of Motorways. By the end of this year, all of station transfer transactions will be finalized and they will be operated as 24-hour service.

    THE OPENING AND OPERATION OF VEHICLE CONTROLLING STATIONS HAS BEEN TRANSFERRED TO OUR MINISTRY'S AUTHOR.

    In accordance with "Regulation on the opening and operation of vehicle controlling" published on 23 September 2004, this work has been put out on an open tender and given to Akfen-Doğuş-Tüv  Süd consorsium at a price of 613.500.000 $. The finalization works of post-tender procedures continues. With this project, saving from fuel operations and personnel costs, discipline of reparation by spare part purchasing, approximately 200.000.000 $ investment, foreign investment and  capital increase will be achieved and EU compatible Modern Vehicle İnspection/Modern Service Approach and 1.600 employment will be provided.

    RAILWAY SECTOR

    REVOLUTION IN RAILWAY FREIGHT TRANSPORT..

    WE LAUNCHED BLOCK TRAIN DEMONSTRATION

    In 2003, Turkey started bloc train administration. Described as an implementation which enables the freight transport activity without waiting between departure and arrival stations, significant amount of time savings have been achieved. For example, the transport duration between Soma-Erzurum has decreased from 15 days to 3 days. In addition, the amount of freight transport increased 20 %, while the revenues increased 26 %. Costs have also decline significantly.

    INTERNATIONAL BLOCK TRAIN RUNS STARTED.

    In international freight transport, block train runs has been started. Reciprocal block train runs are being performed from Turkey to Germany, Hungary, Austuria, Holland, Slovenia, Iran, Syria, Irak, Turkmanistan and Kazakhstan..

    WE ARE BUILDING LOGISTIC VILLAGES.

    Considered as the hearth of contemporary freight transport and improving the combined transport by integrating into all transport modes, logistic villages are being constructed in our country. As the first phase, the construction of 6 logistic villages are planned namely as İstanbul Halkalı, İzmit Köseköy, Kayseri Boğazköprü, Samsun Gelemen, Eskişehir and Balıkesir.

    WE ARE IMPLEMENTING THE PROJECT FOR "THE INTEGRATION OF TURKISH INDUSTRY TO RAILWAYS.

    Aiming at providing economic and secure transport and transferring the production and raw material dispatching of fabrics, firms and organised industry zones, in co-ordination with relevant institutions/organisations, we have launched junction lines. As a good example of this co-ordination, Adana Concrete and Manisa Organised Industry built their own junction lines,

    In 302 iltisak lines which were built up to now; 55% of total freight transport in 2004 and 64% of total freight transport in 2005 were performed.

    Both to support door-to-door transport and combined transport and within the framework of co-operation with private sector, the construction of approximately 100 km junction lines per year is planned.

    WE BUILD FIRST SPEED-TRAIN FACTORY.

    As a result of the efforts made from 2004 making our country to be the centre of advanced railway industry, a corporate initiative agreement with Hyundai-Rotem from South Korea and local private sector was signed.

    WE CARRY TRUCK BY TRAIN WITH RO-LA PROJECT.

    Turkish State Railways (TCDD) launched Ro-La transport, which is highly preferred mode in Europe, in order to avoid road vehicles to harm motorways and the environment.

    As the system of transport of road vehicles such as trucks, TIR, etc. by train, a demonstration run was performed between Istanbul-Austria as the first phase, it will also become widespread nation-wide and other lines

    RAIL CONNECTIONS OF PORTS AND CENTRUMS HAS PROVIDED

    For the connection of ports and centrums to railways, Güllük and Karasu port-rail connection is underway while Aydın-Çile, Şanlıurfa-Halep, Kırşehir-Yerköy, Nevşehir-Kayseri and Tokat-Turhal rail connections will be also constructed.
    HIGH CAPACITY SHIPS IN LAKE VAN

    In Tatvan-Van-Kapıköy line which is an important import-export artery, for the passage of Lake Van, 4 ferried each of which serve with a capacity of 12 wagons and 460 tonnes and two additional ferryboats with a capacity of 4,000 tonnes are being produced.

    WE DIVIDE INFRASTRUCTURE AND OPERATION IN RAILWAY SECTOR
    150 YEAR OLD RAILWAY IS HAVING A LAW 

    restructuring works for the better and more effective management of TCDD is in its last phase, in the context of restructuring which made by EU funds; infrastructure and operation will be separated infrastructure works will be made by public authorities, while operation will be performed both public and private sector.

    WE TURN RAILWAY INFRASTRUCTURE FABRICS INTO SUBSIDIARY 

    For the aim of providing modern technologies for our fabrics serving under the authority of TCDD for railway infrastructure investments, the works for them to become subsidiaries have started. YPK Decision has been taken for Çankırı Switch Factory, while the same decision for Afyon and Sivas Concrete Travers Factories. After that, each of them will be put to a tender together.

    WE MAKE GAR AND STATIONS CENTRES OF ATTENTION

    TCDD started a city transformation project in order to include gar and stations to city life. In co-operation with local administrations and private sector, the project continues in 3 categories. At first category; stations which will be idle such as Haydarpaşa, Sirkeci and Kayseri will be included in city's social, cultural and economic life. At the second stage; Ankara, Polatlı, Eskişehir and Konya stations which are on the axe of speed-train project will be regulated by YİP model. At 3rd category; especially in 15 gar, logistic areas will be moved to out of city.

    AVIATION SECTOR

    WE HAVE MADE RADICAL ARRANGEMENTS IN CIVIL AVIATION SECTOR.
    WE HAVE RE-STRUCTURED THE GENERAL MANAGEMENT OF CİVİL AVİATİON...

    Civil Aviation General Management has been re-structured with Act No 5431 of 18 November 2005, as a public legal entity with its own budget and in affiliation with Ministry of Transport. According to this Act, 5 unit Regulations has been put in effect and re- organization of derivative regulations, which prolong the processes and need to be updated, still continuing.

    -Civil Aviation Services, to be managed securely in parallel with the improvements in the world.
    -In order to develop a more effective civil aviation authority which has competent personnel, management structure and equipment to do its duties of organization and control.
    -It is re-structured as General Management with its own budget.

    In relation with the incentive policy to make the inner line flights attractive and to bring activity to regional airports there has been a reduction in DHMI (Government Airport Service) tariffs and also the private communication tax and the education contribution pay have been abolished.

    With this practice many new private air transporter company have enter the market and therefore we have developed a real competition in the sector.

    Since the beginning of the implementation of regional transportation and to the end of 2006 the inner line passenger transportation % 239, outer line passenger number %31, inner line cargo transportation % 106, outer line cargo transportation % 39, inner line air traffic % 119, and outer line air traffic % 31 increased.

    Atatürk Airport Inner and Outer Line Service Terminal Building's Multi-Storey Car Park and General Aviation Terminal was rented for 15.5 years and for 3 Million $ on 16 June 2005.

    WE HAVE STARTED THE FOUNDATİON WORK OF THE SMART   PROJECT FOR AIR TRAFFIC SECURITY; THE SYSTEM İS OWENED ONLY BY FEW COUNTRY IN THE WORLD...

    SELEX System Integrate Spa and IC İçtaş Consortium has been awarded a contract on the project of Systematic Modernization of Air Traffic Management Recourses (SMART) for the purpose of meeting the air traffic capacity of our country and all country's airspace to be controlled in one control center by the modernization of air traffic control systems; on 19 December 2006 the foundation work of this project was started. Approximately 87 million euro is the total cost of this project and it will be completed in three years time. With the completion of this project our country will gain a very modern system and facility in air traffic safety.


    MARITIME SECTOR

    WE HAVE MADE A REVOLUTION IN THE MARITIME SECTOR BY OUR IMPLEMENTATIONS AND PROJECTS.

     In our Government term, we have seen quantum leaps in the field of maritime.  Like the other sectors, until 4 or 5 years ago the maritime sector was in crises. Our shipyards were working with a very low capacity and the revenue that was coming from our harbours was getting lower and lower due to high harbour tariffs and a low ship traffic. International Maritime Organization put Turkey in the black list because of the deficiencies in technique equipments and incompetent personnel in our ships. In a word, we have confronted with a maritime sector that was fighting with a lot of problem additional to the above-mentioned problems. But we have faced up to the problems and to erase these problems we have implemented so to say revolutionary operations. Some of the work done;

    WE HAVE STARTED A TERM OF EDUCATED MARINERS İN MARITIME MANAGEMENT.

    First of all, we have invested on people as they are the most lucrative investment tools and as we know success is possible only with well-qualified and competent personnel. While the percentage of employees that originally comes from marine sector changes between %40 and %70 in the counties that advanced in the sector, this percentage is only around %5 in Turkey. Before our term The Undersecretariat of Marine Sector, inexperienced employees in this field managed the public authority of Turkey. Now the Undersecretariat has met with educated young people who want to serve this country. The personnel percentage that originally comes from martime sector has increased to %26. While, in 2002 there was only 78 Ship Control Expert, in 2006 we have increased this number to 233. Again in 2002 there was 71 Flag State Implementation Expert, this number was increased to 173 in 2006 and in 2002 there was 7 Harbour Government Control Expert this number was also increased to 60.

    AS A RESULT OF SERIOUS OPERATIONS IN FLAG STATE İMPLEMENTATIONS AND CONTROLS WE HAVE OBTAINED VERY İMPORTANT SUCCEESSES..

    The Turkish Flagged Ships having a high percentage of keeping during   the flag state controls
    and being among the very  high risk group in Paris MOU was degrading our prestige and also causing a concerning  economic lost for our country . We have taken a serious step towards eliminating deficiencies caused by Turkish Ship owners' indifferences and lack of knowledge by employing competent employees and prioritizing the control of The Turkish Flagged Ships. According to the data of 2001, the number of Turkish Flagged Ships that kept in Paris Memorandum was 211 whereas in 2005 this number was only 45, in 2006 the number was reduced to 34.

    OUR MARİTİME SECURİTY HAVE BEEN CARRİED TO THE HİGHEST LEVEL.

    The Twinning Project which has been conducted by the Undersecretariat of the Maritime together between Turkey and Spain within the framework of the Project of supporting the strengthening of Maritime Security in Turkey for the strengthening of maritime security and safety in Turkey as well as harmonizing Turkish legislation and application to the EU standards. The activities that have been conducted within this Project so far and the draft legislation prepared, are all appreciated by the EU officials and have been chosen as the most successful Project among the projects of the other institutions.

    Furthermore, the commencement of the other Twinning Project named as "the Project on the Port Security and its Management" by the EU has been approved and the studies of the project has been immediately started by choosing Germany and Spain as partners.

    SHİP TRAFFİC SERVİCES (VTS-GTH) FOR THE SECURİTY OF OUR SEAS AND THE STRAİTS HAVE BEEN SET UP

    We give top priority to the security of our seas. The VTS system that went into operation as of December 30, 2003, in the zone of the Turkish Straits, comprised of the Bosphorus, the Strait of Çanakkale and the Sea of Marmara, we comply with the international standards concerning the services of information, navigation aids and organization of traffic on the Turkish Straits, and by this we diminish the risk of accident on the Turkish Straits. By the installation of the system, despite the increase in the number of ships passing through the Straits, the waiting period of the ships have been diminished when compared with the past; and thereby, significant falls have been experienced in the costs of ship owners and operators.

    INTERNATİONAL SHİP AND PORT SYSTEM SECURİTY CODE (ISPS) HAVE BEEN SET UP

    By expanding security in maritime transport after September 11, International Ship and Port System Security Code (ISPS CODE) which has been defined under SOLAS Chapter XI-2 and came into force on July 1, 2004. Turkey has also adhered to this application and so far 165 ports that are opened to international trade and the security plans of 585 ships with Turkish flags and other necessities of ISPS Codes have been repaired so far.

    AUTOMATİC DEFİNİTİON SYSTEM (AIS) FOR THE NAVİGATİON SAFETY THROUGH OUR COASTS HAVE BEİNG SET UP.

    During the setting up of this system which has provided opportunity to monitor all ships and maritime vehicles having AIS system within the covering area and also to obtain detailed information, a number of goals, such as increasing navigation safety and maritime security through our coasts; to make contribution to Search and Rescue activities; to prevent maritime accidents and to intervene maritime accidents immediately; to cooperate with other institutions concerning illegal migration and violations of fishing boats in foreign territorial waters and prevention of huntings have been aimed. The centre of this system which will cover the 27 Coastal Base Station that will be set up on the fixed points and all over Turkey's coasts will be in Ankara and thereby the moves of all ships could be monitored momentary.

    THE IMPLEMENTATİON OF FUEL WİTHOUT PRİVATE CONSUMPTİON TAX (PCT) İN COMMERCİAL NAVAL VESSELS HAVE BEİNG COMMENCED.

    The maritime transport could not have been used efficiently in our country which has been surrounded by seas. The competition has been negatively affected due to the high price of fuel; therefore, road transport has been preferred rather than the maritime. After our government has taken office, one of our successes is to reset the Private Consumption Tax of the fuel that is being used in naval vessels. Thereby, the selling price of the fuel has been cheapened by 65 per cent. Up until now, by providing fuel to the sector there provided promotion in 2004 by 190 trillion TL, in 2005 by 264 Million YTL providing 262.386 (MTON) fuel and in 2006 by 263 Million YTL providing 283.446 (MTON) fuel.

    IMPLEMENTATİON OF FUEL WİTH DİMİNİSHED PRİVATE CONSUMPTİON TAX, THERE REALİZED SİGNİFİCANT DEDUCTİONS İN PASSENGER AND VEHİCLE CARRİAGE.

    RESULT: THERE PROVİDED INCREASE BY 99 PER CENT İN PASSENGER/MİLE AND 45 PER CENT İN VEHİCLE/MİLE.

    By the implementation of fuel with diminished private consumption tax, in the seabuses that are carrying of passenger and vehicle covering of Istanbul and the Marmara region, and in the ships that are currently operated by IDO, there has made deductions up to 42 per cent. Thus, by reflecting this promotion directly to the citizens, there realized increases by 99 per cent in passenger/mile and 45 per cent in vehicle/mile in cabotage carriage.

    This implementation spread not only in the region of Istanbul, but all over Turkey also, including the line of North of Marmara (Istanbul or Tekirdağ) - South of Marmara (Bandırma, Erdek or Karabiga) and the lines of Çanakkale - Kilitbahir and Gelibolu - Lapseki - Çardak in the deductions in the fees of carrying of passenger and vehicle by up to 52 per cent; thereby there provided benefits to our citizens.

    THE IMPLEMENTATİON OF FUEL WİTHOUT PRİVATE CONSUMPTİON TAX (PCT), THERE REALİZED SİGNİFİCANT INCREASES İN THE FİSHİNG ACTİVİTİES.

    By the implementation of fuel without Private Consumption Tax (PCT), the staying and hunting period of our fishermen's has been increased; therefore, they get the opportunity to use and benefit from larger areas. This implementation enabled those to hunt that could not be able to do it due to high fuel and production costs. As a result, by the active use of our all sea fields by our fishing boats, the close sea fisheries has been diminished and thereby, prevented the harm that the fish stock may experience.

    Furthermore, by this implementation, there realized a 16 per cent increase in the commercial yachts operated in the tourism areas and thereby provided promotion to Turkish economy.

    50 PER CENT REDUCTİON İN PORT FEES AND 75 PER CENT İN CABOTAGE CARRİAGE HAVE BEEN MADE.

    Aiming to compete with the countries of European Union and the Mediterranean Region there made a reduction in the port fee tariffs by 50 per cent that are considered to be so high as compared with the tariffs of those countries, and this implementation has been started on August 1, 2003. A 75 per cent reduction has been provided in cabotage carriage and thereby created a competitive environment by the neighbouring countries. There appeared a significant increase in the amount of freight that has been handled in the Ports of TCDD, and thus this increase has also reflected in the revenues of the enterprise.

    30 PER CENT REDUCTİON İN THE FEES OF FLASHLİGHT.

    As to be valid as of August 1, 2003, 30 per cent reduction has been made in the fees of flashlight. For passenger ships, promoting tourism, a 20 per cent additional reduction has been made and as a result of 44 per cent reductions in total, a rise has been realised in the number of ships that are visiting the Turkish ports. Besides, 50 per cent reduction has been applied to the ships that are operating in the lines of cabotage, the private yachts visiting Turkish ports, the ships of scientific investigation and ships having touristic aims, in the tariffs of ship bill of health.

    SİGNİFİCANT LEGİSLATİVE ARRANGEMENTS HAVE BEEN MADE
    MARİTİME SPECİALİZATİON COURTS HAVE BEEN ESTABLİSHED AS ONE OF OUR FİRST İN MARİTİME.

    Concerning registering of ships and taking them out are considering as significant problems since when a ship has been sold out abroad by the court decision; it can not be easy to take it out to registration. Therefore, the financial institutions have hesitated to grant credits. All the obstacles have been cleared for the stock market flotation of our maritime. Maritime Specialization Courts have been established. We also pave the way for mortgage through foreign exchange.

    FUNDAMENTAL AMENDMENTS HAVE BEEN MADE CONCERNİNG HAVİNG AMATEUR MARİTİME LİCENCE.

    Having in mind that maritime is not only a commercial activity but a part of cultural activities that forms the societies' culture such as sports, trip, and entertainment; the Amateur Maritime Regulation has been put into force on July 1, 2004 and the certification age of amateur shipmen has been reduced from 18 to 14. The bureaucratic transactions during exams and getting certificate have been reduced and the Amateur Seaman Exams that have only been practiced in District Offices formerly, is now hold in all Port Presidency.

    TURKEY İS THE 8TH COUNTRY THROUGHOUT THE WORLD THAT HAVE BEEN MOST WİDELY TAKEN SHİP ORDER.

    Our ship building industry has been experiencing its golden age. In the last 4 years, our shipyards have been experiencing a growth that has ever seen.

    Till 2002, although the total capacity of our shipyards has reached 550.000 DWT/Year, in last 3 years, this capacity is increased 2.5 times by 500 million dollars investment of new, expanding and modernization. By the increase in capacity and employment that our shipyards have especially in the last 3 years, Turkey, with 1,8 million dwt volume, increased from the 23rd to 8th country throughout the world in the ship order classification.

    Although throughout the world, the new ship delivery, has been increased by 89 per cent in the last 3 years, the new ship orders that Turkey have in the same period has been increased by 306 per cent by the cooperation that we have made with our sector.
    Although throughout the world, ship delivery has been increased about 15 per cent in the last 3 years, in the same period this increase has rised to 28 per cent in Turkey.

    OUR SHİP BUİLDİNG INDUSTRY WHİCH HAS BEEN EXPERİENCİNG ITS GOLDEN AGE HAS ALSO INCREASED EMPLOYMENT.

    28 THOUSAND OF ADDİTİONAL EMPLOYMENT HAS BEEN REALİSED.

    Although the amount of employment according to the used capacity is about 13.545 in 2002 and 24.200 in 2005; it has reached to 28.580 in 2006. The employment that has been provided by our shipyards directly 28 thousand and indirectly 85 thousand are all important for the socio-economic structure of Turkey. The sector, as a supply industry today, is fostering 500 branch of business. As of 2010, direct employment will be about 45 thousand in this increase level, which means the indirect employment of 135 thousand people.

    NEW SHİPYARD AREAS HAS BEEN OPENED.

    Our paramount target is to increase our capability in establishing grand tonnage ships, having the priority to meet the demands of our native ship owners and to raise our capacity to compete worldwide in this field.

    Although there have been 37 shipyards as of 2002, today the number has increased to 61. Furthermore, in addition to this, the project and investment studies of 59 shipyards are still processing. When these investments will be accomplished, the total number of our shipyards will increase to 120.

    When the shipyards newly established or in the stage of founding that have been operated in different regions of Turkey together with the settled shipyards in Tuzla will reach to full capacity, our total ship establishment capacity will raise to 6 million dwt/year as of 2010. by this capacity, Turkey will rise to the 4th rank all over the world.

    NEW MARİNAS HAVE BEEN ESTABLİSHED BY THE BUİLD-OPERATE-TRANSFER (BOT) MODEL.

    BY CONCLUDİNG THE TENDER OF MOST OF THEM, THE CONSTRUCTİON OF MARİNAS HAVE BEEN COMMENCED.

    COAST SAFETY HOT LİNE 151" HAS COME INTO SERVİCE

    Coast Safety Hot Line 151 has come into service. The special notice number 151, which is free of charge, is located in the bodies of all our lighthouses and in different places that could all be seen by our people. This number is being listening by the personnel of the Directorate General of Coastal Safety during 7 days - 24 hours in order to provide the lighting of the lighthouses and to notice and intervention on the events of various ships and lifeboat services on time. Every notification whom ever call this number, either a sailor or a citizen, is being attentively assessed and handling of the necessary transactions will be fulfilled as soon as possible.

    COMMUNİCATİON FACİLİTİES HAS BEEN INCREASED IN NATURAL DİSASTERS

    A protocol has been signed on January 3, 2006 between the Directorate General of Coastal Safety and the Directorate General of Civil Defence, to provide communication within the HF, VHF, MF radio system in the state of emergency and in case of necessity in normal conditions.

    TURKİSH REPUBLİC OF NORTHERN CYPRUS (TRNC) HAS BEEN STRENGTHENED İN MARİTİME COMMUNİCATİON İN DANGER

    TRNC Turkish Radio, which will be having activities within the framework of the idea of "the System of Maritime Communication in Danger", which has been implemented as of the end of the year 2005 to cover the whole Eastern Mediterranean by the Directorate General of Coastal Safety and oriented towards the ships that will be navigated in the Eastern Mediterranean; following up of the danger and safety calls that may come from the sea vessels, the coordination together with search-rescue units, navigation warnings (NAVTEX) and meteorological publications, the service of commercial maritime radio communication has been come into service on March 31 2006.

    COMMUNICATION SECTOR

    WIDEBAND INTERNET (ADSL) HAS BEEN IMPLEMENTED.

    THE NUMBER OF ADSL USERS WAS ONLY 5 THOUSAND İN 2002, TODAY THE NUMBER İS ABOVE 2,5 MİLLİON.

    The ADSL period in internet in Turkey has started with our government. The number of internet users was 1,3 million as of 2002 and today this number has reached to 3.120.000 with wideband (ADSL) and in total it has reached to 3.320.000 users. The penetration of wideband is 4,27 per cent in degree and it is increasing day by day. The ratio of wideband usage will be aimed to reach 12,5 per cent as of 2010.

    LİBERALIZATION IN DISTANT TELEPHONE SERVICE HAS BEEN REALISED

    In 2004, by the realization of liberalization, 34 Distant Telephone Service licences (UMTH) have been given. Taking into consideration of different services, the number of total authorization licence is reached to 221 in the field of telecommunication.

    TO MAKE SERİOUS STEPS TOWARDS BEING AN INFORMATION SOCIETY.
    THERE WILL REMAIN NO SCHOOLS WITHOUT INTERNET.

    THE PERIOD OF INTERNET LITERACY HAS BEEN STARTED.

    NO CHILDREN WILL REMAIN WHO DID NOT MEET INTERNET.

    Our government is aware of the fact that reaching and sharing of information is possible by using of information and communication technologies to the maximum. In this context, aiming to rise the use of internet, together with the Ministry of Education, the setting up of computer classes in our schools and by this the accessing of wideband internet will be targeted. Up until now, without the ones that have difficulty in reaching due to geographically, most of our schools have wideband internet connections. Furthermore, in those schools, computer classes are set up. Within a very short time period, for about 39.351 schools in total will have internet access. Consequently, the access of our children's to internet will easily and rapidly carry us to information society.

    WE ESTABLISHED THE UNIVERSAL SERVICE FOUND.

    On the other hand, in generalize the use of basic communication technology; we have built the Universal Service found so as to carry away this service everywhere in our country. It is planned to be used for speeding in all of country both phone service and informatics service. Within the context of Universal Service, in communicate area, investments are picks up speed for transporting to all of country.

    WE PROVIDE UNLIMITED SERVICE.
    WE ARE ESTABLISHING PUBLIC INTERNET ACCESS CENTERS IN CENTRAL AREAS.

    In our digitalized country, it is planned to be built the 4500 items Public Internet Access Center in 2007 by our Ministry, so that citizens rise to acquaintance with internet. In this way, 20 adult can be connected internet simultaneous from a center. This implementation is feature increasing internet acquaintanceship.

    PUBLIC SATISFACTION WILL RAISE 80 PERCENT WITH E-GOVERNMENT PROJECT
    E-government project was taken over from privatized Türk Telekom in 2006 and e-government system room was built.

    Public bodies'"e- government leaders" was determined. It will be constituted legal, technical and managerial infrastructure within the context of integration to e-government project of the public body. Pilot service will be started in first quarter of 2007.

    Within the context of e-government project, citizen and user focused service transformation and Electronical Public Service Presentation will reach 70 percent and electronically transaction 33 percent. All of 20 basic public service presentation of EU will be provided. It is expected that citizen pleasure will reach to 80 percent. Modernization of Public Administration and using e-bidding in public procurement will uprise to 90 percent. It will be obtained 9 percent saving in government expenditure. It is anticipated that online back office process will reach to 100 percent.

    WRAN TECHNOLOGY USING ANALOGUE TV BANDS WILL BE PRODUCED IN OUR COUNTRY.

    The matter of producing WRAN Technology using Analogue TV Bands in Turkey, has been done information meeting by Telecommunication Association to RTUK, TUBITAK, TURKSAT, TESID, TUTED, TTGV.

    WRAN designed by domestic producer was tested on August 2007 in Gebze-Teknopark area and sighted to provide transmission of camera images 5 Mbps speed in the radius of 23 km.

    Our Ministry attempts it for going into WRAN's serial production in Turkey.

    WE ARE BUILDING NAVIGATION SYSTEM OF OUR COUNTRY.

    Another clevis technology developing and becoming important is Telematik. Telematik can describe as adopting information and technology to transportation system. It is planned to use Telematik implementations in composing more an active, effective, economic and secure transportation infrastructure and solution of transportation problem in addition to serious traffic problem in our country.

    Even Telematik implementation has been involved throughout the country and always permanent a mobile internet access. It will be composed of a working group for preparation of these implementations within our Ministry.

    Within the context of "Galileo Project" navigation system for civil use of EU, being send satellite eventuated at the end of the last year. When the project is accomplished, it will be ensured facilities in many practices as carriage, transport and living security service.

    NEARBY, 3G LICENSES WILL BE BIDED IN TELECOMMUNICATION

     
    Growing capacity bottleneck in this sector will be passed doing frequency allocation for 3G implementation in mobile telecommunication sector. Needed authority is obtained for bidding the contract of 3G licenses and started bidding process.

    HIGH QUALITY IN TV BROADCASTING.

    WE ARE STARTED NUMERIC PUBLISHING

    In the field of broadcasting, transfer from analogue system to numeric system picks up speed. Besides, IP television and users can be formed self-request with high quality flow of broadcast.

    WE ARE STARTING NUMBER PORTABILITY IN MOBILE COMMUNICATION.
    THUS CITIZEN PLEASURE WILL INCREASE THANKS TO FLEXIBILITY AND COMPETITION.

    Being given number portability in mobile system, obligatory number of users in operator elections will be removed and provided flexibility in mobile communication and competition.

    WE BUILT HEAD OF TELECOMS COMMUNICATION

     

    PSTN, GSM and Internet monitory system need of technical infrastructure of Head of Telecoms Communication building with law no 5397 was founded in 2006, activated and spent 24,7 billion TL for mentioned purchase.
    TECHNICAL SPECIFICATION OF TURKSAT 3A IS PREPARED BY OUR ENGINEERS. TURK ENGINEER WILL DESIGN THE TURKSAT 4A.

    • For the first time, bid of Turksat 3A satellite prepared technical specification by Turk engineer has been implemented.
    • 22 Turk engineers has employed for common production in all degree of Turksat 3A satellite.
    • This technical expert group of 22 persons has participated in design, product, montage, integration and test operation of Turksat 3A satellite in abroad. A portion of this experts will come back to Turkey for design working of Turksat 4A.

     

    TURKSAT 3AWILL BE IN SPACE IN 2008.

    • March 2006: Bid of Turksat 3A was accomplished.
    • July 2006: It was started montage.
    • August 2007: It will be started tests.
    • March 2008: It will be settled its orbit.

     

    FROM NOW ON DOMESTIC SOURCES SHALL BE USED FOR SATELLITE PRODUCTION.  

    A satellite design center shall be established within the framework of National Application of TV and Space Technologies and Turkish Engineers shall perform the design. It is also aimed to produce the satellite, which will be launched instead of Turksat 2A that will complete its operational life in 2014, by means of completely local sources. A technical team of approximately 30 members who have high capacity as well as necessary information and equipment in scope space technology shall be established, and the infrastructure is being prepared now to produce satellite.  

    WE BUILT THE MOST COMMON ON-LINE SYSTEM IN TURKEY WITH PTT-BANK. 

    PTT -BANK, THE NEW ADDRESS OF OUR CITIZENS.

    PTT, which was established in 1840 and has been serving under the name of the Post and Telegraph Organization today with 166 years of experience, was restructured as two separate general directorates namely the General Directorate of Posts and the General Directorate of Turkish Telecommunication Cooperation in 1995 in accordance with the law numbered 4000. The institution could not be modernized for a long time due to the canalization of big shares of investment towards telecommunication sector. Thus, it was needed to restructure the institution by taking radical measures and the institution was become functional by adding PTTBANK services to the post and logistics activities.  PTT, which renewed its institutional identity, aimed to increase its service quality in line with modern norms, present a fast, reliable and high quality service to public and the studies in this regard were initiated.

    In this respect, PTTBANK was established on 3 March 2004 in order to supply the deficiency in banking sector and to bring banking services to the most remote places of our country in addition to other PTT services.

    Parallel to enlargement of automation network, in order to be a common collection center and to serve as a reliable agency in remote places for private banks which want to grow by getting smaller, PTTBANK signed agreements with many banking and finance enterprises and by this way it was achieved to expand PTT services to large masses and to increase the market share in banking operations.

    PTT BEDAZZLES WITH HIGH PROFIT RATES OF LAST THREE YEARS.

    WHILE IN 2002 A NON-OPERATING PROFIT OF 11 MILLION YTL WAS ACHIEVED, IN 2005 WITH AN INCREASE OF 1373%, 162 MILLION YTL PROFIT WAS ACHIEVED.

    In 2002, as a result of 569.349.240.000.000 TL income and 558.354.772.000.000 TL expenditure, 10.994.468.000.000 TL profit,

    In 2003, as a result of 716.059.456.000.000 TL income and 693.168.948.000.000 TL expenditure, 22.890.508.000.000 TL profit,

    In 2004, as a result of 974.467.370.000.000 TL income and 898.366.013.000.000 TL expenditure, 76.101.357.000.000 TL profit,

    In 2005, as a result of 966.862.468 YTL income and 804.638.349 YTL expenditure, 162.224.119 YTL profit, were achieved.

    IN 2004, PTT BECAME THE NUMBER ONE PUBLIC INSTITUTION IN UTILISATION OF ITS OWN RESOURCES MOST EFFICIENTLY.

    As a result of all these efforts and studies, PTT became the number one public institution in utilization of its own resources most efficiently and awarded the first prize by Prime Minister Mr. Recep Tayyip ERDOĞAN.

    PTT OFFICES WERE MODERNIZED.

    PTT buildings are being modernized in line with the main motivation of PTT postal services which is to spread the PTT services through modern centers according to economic and social needs, public interest and national security needs and to ensure fast, high-quality and uninterrupted services taking into account appropriate principles of short-term profitability and efficiency.

    ELECTRONIC CALL SYSTEMS WERE INSTALLED IN PTTBANK OFFICES.
    QUEUES WERE ENDED AND CUSTOMER SATISFACTION WAS ENSURED.

    Thanks to electronic call systems, which were installed at the preliminary stage in PTT centers that have high process volume and high customer intensity in order to prevent crowds in centers and to give more organized service by giving queue numbers, queues were ended and great convenience was provided for citizens
